Council Meeting: Book III Hearing

Per a message received from the Spokane Valley City Clerk, here’s notice of an important addition to the next Council study session: the next such meeting, scheduled for August 19th, will include a public hearing. Though the study session will begin at 6:00 pm, it’s expected that the public hearing portion of the meeting won’t begin until 7:00 pm (or soon thereafter). During that time, Council will hear public comment on Book III of the Planning Commission Recommended Draft Sprague and Appleway Corridors Subarea Plan. For background, Book III entails recommended City actions, including the recommended transportation network, as well as recommendations for the proposed City Center.

The study session and hearing will be held in the Great Room at CenterPlace, 2426 North Discovery Place, on August 19, 2008.

Council Hearing

imageThe Sprague-Appleway Revitalization Plan continues to take shape - and be shaped by public comment and testimony.

The next key phase for the plan will begin when the City Council hearings take place, now set to start on Tuesday, July 29 in the "CenterPlace Great Room", 2426 N. Discovery Place, Mirabeau Park. City officials have one prior item on the evening’s agenda, but estimate they’ll begin the hearing on the plan at about 7:00 pm.

A hearing announcement postcard was recently sent out to folks on the City’s mailing list, including those who’d testified during the Planning Commission hearings. Didn’t get a card and/or want to receive future notices? Sign up for the e-mail list using the form field on the right, or send your postal mail address to project coordinator Deanna Griffith at dgriffith@spokanevalley.org

Whether you plan to attend the hearing or not, be sure to check out the PC recommended, latest draft of the plan, linked at the City website (under “Community Development") or linked below. Also available on the City site is a copy of the final Supplemental Environmental Impact Statement (SEIS) for the plan, also linked below.

How can the plan best improve the Valley? Review the plan, attend the Council hearings and speak up!

Draft Supplemental EIS - Addendum

On December 11 of 2007, the City of Spokane Valley posted a copy of the Draft Supplemental Environmental Impact Statement (DSEIS) prepared for the Sprague-Appleway Revitalization Plan. Here’s a copy of two related documents: the addendum which basically updates the DSEIS to include recent findings and recommendations regarding traffic flow modeling four plan alternates, and the cover letter signed on May 20 introducing it.

Appendix A - Revised cost estimates for the alternatives presented
Appendix B - Summary reports from the SYNCRO (computer modeling) runs
Appendix C - Conceptual sketches of intersection designs as configured under the plan, including transitional designs

Appendix B (420 Kb, Acrobat® file)
Appendix C (2.7 Mb, Acrobat® file)

Transportation Memo

Here’s a copy of the final technical analysis on circulation options for the Sprague-Appleway Corridor area, prepared by transportation consultants Glatting Jackson. Entitled “Analysis of Circulation Alternatives for the Sprague-Appleway Corridor” (May, 2008), the eight-page report compares travel times, delay and level-of-service indicators between four differing approaches to future corridor configuration (including a “no-build” alternative).

Appendices referred to in this analysis will be uploaded under a separate post.
